0605f0db28 #17447 There is a part named <content type>-2 generated 
AddPart was looking at content type names to generate unique id
Parts should not have unique id generated in case of conflict
Throws an exception instead
GenerateName method made longer to avoid confusion in the future

e9812cfa24 #17516: Summary and Full text both show up for content items in the Front End. 
Problem was due to alterations coming from placement.info processing were being reordered as part of feature priorities. We must ensure alterations for a given feature are kept in their natural order.
