Dave Reed c03c075082 #16642: PO lines are now unescaped when parsed. Previously they weren't which also made the translation lookup fail since the scoped key didn't match. 
Note: currently the orchard.core.po file is out of date and not working for other reasons

Dave Reed 79bec8cee6 - Added whitelist site setting for allowed file extensions to upload via media module. 
- Hardcoded blacklist: web.config
- Superuser immune to whitelist restriction
- Zip files still allowed even if not in the list since these are expanded by the media module to allow for multi upload.
- Files within a zip must still pass white/black-list test per normal rules (file is skipped if not).

dareed f0968a0c71 - root web.config removes all handlers and makes all paths a 404, except default.asp to support "/". 
- content directories no opt-in to static files only.
- module web.configs no longer need to explicitly exclude cshtml, etc, paths.

Dave Reed 54f53af981 Added Html.LabelFor overloads that accept string and LocalizedString. 
e.g. Html.LabelFor(m=>m.Tags, T("Tags"))

Existing uses NOT converted. Conversion can be accomplished with a VS Regular Expression search/replace:

Replace this:
\.LabelFor:b*\({[a-zA-Z]+}:b*\=\>:b*\1\.{[a-zA-Z]+}:b*\)
With this:
.LabelFor(\1=>\1.\2, T("\2"))
